Abstract
Mahmoud al-Dhuwadi’s article analyzes the position of Tunisian legislation on the issue of alcohol consumption within the cultural and social context, which has been reigned over by duality and lack of standards. It highlights the position of the elite and their responsibilities and points out that the findings are valid for generalization which can be applied to most Arab Muslim societies. The article addresses the phenomenon and the historical factors, the position of Islam towards it, and the volatile position of the Tunisian legislator and how it reflects on society. The article then examines the duality problem of combining the Islamic and Western models in dealing with the phenomenon, and methods of adopting an Islamic model to address the problem.
