نحو صياغة الأصول النظرية للحسبة العلمية في الإسلام: دراسة في المفهوم وتطبيقاته: Towards the formulation of the theoretical bases of academic accountability in Islam: A Study of its concept and implications

Abstract

الحسبة العلمية فرع من الحسبة العامة التي اجتهد المسلمون في تشكيل هيئاتها، وإدارة أمورها لخدمة المجتمع، ومحاربة الفساد، بهدف السعي لجلب المصالح المعنوية، والمادية العامة المقصودة في الشرع الإسلامي. ويركز البحث على إبراز أصول الحسبة العلمية ونماذجها، وبعض معالمها، معتمدين على قراءة مؤلفات الحسبة التي تخص مجالات العلم؛ لاستخراج جملة من التصورات، والضوابط، والقواعد العملية، ونماذج من ممارسات الحسبة على النشاط العلمي ومؤسساته. وتوصل البحث إلى أنَّ الحسبة العامة تتضمن جملة من الوظائف العمرانية تضم تحتها تخصصات إدارية، وعلمية متعددة، من بينها "الحسبة العلمية" التي حظيت باهتمام كبير في تراثنا الحضاري العريق، وسوف يسهم إحياؤها وتطويرها في تحسين أداء المؤسسات العلمية، والاجتماعية الأخرى في المجتمع، والدولة، والعمران الإسلامي المعاصر.

Academic accountability (hisbah) is a branch of the general accountability that Muslims has evdeavored to establish its boards, and run its affairs to serve society, to fight corruption, and to bring materialistic and moral interests intended by Islamic law. The paper focuses on identifying oringins of academic accountability, its models and landmiles, through reading literature of academic accountability and its institutions, so as to extract the perceptions, measures, practical rules and models of practice. The paper has found that academic accountability in its broadest sense encompasses a wide range of civilizational functions of specialized administrative, scientific and educational concerns that have had great care in Islamic heritage. Efforts to revive such historical experience and develop its practices would improve the performance of academic and social institutions of contemporary Muslim society, sate and civilization.
